## **Introduction**  

Saudi Crown Prince Mohammed bin Salman (MBS) has once again demonstrated his growing influence in international diplomacy by playing a crucial role in the release of American citizen Marc Fogel from a Russian prison. Fogel, a former U.S. diplomat, had been imprisoned since 2021 on charges of drug possession and smuggling, leading to a 14-year sentence. His release, reportedly facilitated by MBS and Russian officials, highlights Saudi Arabia’s increasing involvement in global negotiations.  

## **The Negotiation Process**  

According to sources familiar with the negotiations, MBS worked alongside Kirill Dmitriev, the head of Russia’s sovereign wealth fund, to secure Fogel’s release. While the details of the discussions remain largely undisclosed, their efforts ultimately resulted in Fogel’s transfer to U.S. custody. Steve Witkoff, a Middle East envoy for U.S. President Donald Trump, escorted Fogel back to the United States and acknowledged the critical role played by MBS and Dmitriev in the process.  

This move follows Saudi Arabia’s history of engaging in high-profile diplomatic interventions. In August 2024, MBS was instrumental in orchestrating a major prisoner exchange between Russia, Belarus, the United States, and Germany. This swap resulted in the release of 16 individuals by Russia in exchange for eight Russian citizens held by Western nations.  

## **Strengthening Saudi-Russian Ties**  

The collaboration between MBS and Russian President Vladimir Putin reflects a strengthening relationship between Saudi Arabia and Russia. Since 2015, the two leaders have fostered closer diplomatic and economic ties, particularly through their cooperation in the OPEC+ alliance. Putin has previously expressed gratitude to MBS for his role in prisoner exchanges, underscoring Saudi Arabia’s growing geopolitical significance.
